State Agencies
The following state Medicaid programs cover smoking cessation counseling services for all medicaid clients, regardless of pregnancy status:
Florida, Indiana, Kansas, Maine, Minnesota, New Jersey, North Dakota, Oregon, Pennsylvania, West Virginia, and Wisconsin. Rhode Island provided counseling services, if the person received their Medicaid benefits through a managed care plan.
The following state Medicaid programs offer counseling for pregnant smokers only:
Colorado, Kentucky, Mississippi, New Hampshire, Utah, Virginia, and Washington.
